OVERVIEW
The Oklahoma Military Department’s 9,274-square-foot Chandler Joint Operations Center (JOC), also known as the Benjamin T. Walkingstick National Guard Complex, is a mission-critical facility designed to support statewide emergency response and coordination efforts.
Built for resilience and continuous operation, the facility incorporates advanced communications systems, secure operational spaces, backup power generation, and energy-efficient building systems while meeting anti-terrorism and force protection standards. Entegrity provided sustainability consulting, performance analysis, and testing to help integrate these operational requirements with the project’s sustainability goals.
Originally targeting LEED v4 BD+C: Silver certification, the project ultimately achieved LEED Gold, reflecting significant achievements in energy and water efficiency, materials, waste reduction, and indoor environmental quality.

- Reduced annual greenhouse gas emissions by 55% through an all-electric, no-combustion building design
- Reduced indoor potable water use by 35.21%
- Diverted 99.3% of construction waste from landfill
- Designed landscaping with no permanent irrigation and incorporated an on-site bioretention pond for stormwater management
- Used MERV 13 filtration, low- and no-VOC materials, and verified indoor air quality through VOC testing
- Incorporated lighting and thermal controls, high-reflectance finishes, and 90+ CRI lighting to support occupant comfort and indoor environmental quality
- Prioritized sustainable materials, including 80+ products with Environmental Product Declarations
THE IMPACT
The Chandler Joint Operations Center demonstrates that the rigorous security, resilience, and operational requirements of a mission-critical facility can work alongside ambitious sustainability goals. By integrating performance strategies throughout design and validating outcomes through analysis and testing, the project exceeded its original LEED Silver target to achieve LEED Gold while reducing energy use, water demand, emissions, and construction waste.
