Your Definitive Guide to Mississippi's Solar for schools program

EXCITING BREAKTHROUGH FOR MISSISSIPPI SCHOOLS

Over the last year, Entegrity, with support from Dr. Burchfield of MASS and the Barksdale Foundation, has spearheaded the effort to introduce regulatory changes for Mississippi solar, known as the “Net Renewable Generation Rules.” We are eager to announce that we have achieved our goal to increase Mississippi public schools’ access to solar energy by removing the regulatory barriers to its benefits.

School districts in Entergy Mississippi and Mississippi Power territory now have the opportunity to generate their own electricity through the Solar-for-Schools program, a state-regulated process that utilizes solar energy to offset your current utility bill at no upfront cost and no risk to your district. 

While some details are still being finalized, we have put together a summary of the process for you to begin discussing how to utilize this exciting advancement. We will continue to update this page with any new developments.

 

WHAT IS CHANGING?

The new regulations remove several key restrictions, making utility savings with solar accessible with no cost and no risk.

Here are the changes:

  • Power Purchase Agreement – A private company, like Entegrity, can now own the array and sell the power to the school district. This allows Entegrity to monetize the tax incentives and give you a low rate without any debt on your books.
  • Meter Combination – A single solar array can now generate energy to cover multiple meters. Without meter combination, each meter at your school would require a separate solar array, making implementation complicated and expensive.
  • Public Schools Benefit Adder This new type of compensation allows school districts to create savings for each unit of energy produced by the array. The utility will reimburse you for production at a set rate per kWh directly on your utility bill. 

 

What will this look like

Power Purchase Agreement

Entegrity builds, operates, and maintains the array.

Process

  1. Entegrity determines your new, lower rate for electricity based on available land, size of the array, and current electricity usage.
  2. This negotiated rate is used to put an agreement in place with the utility, creating savings for the next 25 years.
  3. After Entegrity builds the array, you pay your current utility the new, lower rate.
  4. The school district generates operational savings through energy production and lease income; your utility pays a set rate per kWh directly on your utility bill. 

Terms

  • Array is owned and maintained by Entegrity
  • Each district is allowed 3 MW-DC of solar
  • System must be located in the county of the public school within your utility’s territory
  • PPA lasts for 25 years (the reported life of the solar facility)

  • No risk — Entegrity maintains the array and is responsible for energy production

ENTEGRITY’S SOLAR PROCESS

As a turnkey solar provider, Entegrity has designated teams to procure, finance, design, construct, and maintain your array. Our approach drives down costs and keeps your risk at a minimum.

We organized and executed a similar plan for Arkansas schools that resulted in dozens of arrays and millions of dollars in annual savings for Arkansas school districts. Our team became versed in utility negotiations and contract approvals through this development.

After you choose to pursue savings and education opportunities through solar, the process will follow these steps:

  1. Selection of a solar site in your county
  2. Utility & facility load analysis
  3. Design & Construction of array
  4. Student education opportunities throughout implementation and during energy production
  5. Flip the Switch Press event to announce project completion and share with the community.
